The HRAC voted
4-0 (Committee Member Eakin absent) to: a) Recommend local historic designation of
the structure at 2302 Hopkins Avenue and b) Recommend approval of a Mills Act
Contract and associated 10-year maintenance and improvement plan.

At their October 20, 2015 regular meeting, the Planning Commission held a public
hearing and heard testimony regarding the potential historic significance of the structure
and voted 5-0 (White and Schmidt absent) to: a) Recommend local historic designation
of the structure at 2302 Hopkins Avenue and b) Recommend approval of a Mills Act
Contract and associated 10-year maintenance and improvement plan.

ANALYSIS
DESIGNATION PROCESS (REDWOOD CITY MUNICIPAL CODE, CHAPTER 40 – HISTORIC
PRESERVATION)

The historic landmark designation process is a three-step process which first involves a
recommendation from the HRAC to the Planning Commission. The second step is a
recommendation from the Planning Commission to the City Council. The third step is
final action by the City Council. The historic designation process involves the evaluation
of the application and the historic consultant’s report/DPR 523 form in conjunction with
the City’s historic designation criteria:
7.A. - Page 1
