Page 1 of 4 <br />REPORT <br />To the Honorable Mayor and City Council <br />From the City Manager <br /> <br />November 16, 2015 <br /> <br />SUBJECT <br />Consideration of Historic Landmark Designation and Historic Preservation Agreement <br />(Mills Act Contract) for a residence located at 2302 Hopkins Avenue (APN 052-154-090) <br /> <br />RECOMMENDATION <br />Hold a public hearing and: 1) Adopt a resolution designating the structure at 2302 <br />Hopkins Avenue, Redwood City, California, an Historic Landmark, and 2) By motion, <br />approve, and authorize the City Manager to execute and record, an Historic Property <br />Preservation Agreement for said property. <br /> <br />BACKGROUND <br />At their July 9, 2015 special and regular meetings, the Historic Resources Advisory <br />Committee (HRAC) toured the subject site (2302 Hopkins Avenue), reviewed the DPR <br />523 form prepared by Mr. Richard Brandi (qualified architectural historian), and heard <br />testimony regarding the potential historic significance of the structure. The HRAC voted <br />4-0 (Committee Member Eakin absent) to: a) Recommend local historic designation of <br />the structure at 2302 Hopkins Avenue and b) Recommend approval of a Mills Act <br />Contract and associated 10-year maintenance and improvement plan. <br /> <br />At their October 20, 2015 regular meeting, the Planning Commission held a public <br />hearing and heard testimony regarding the potential historic significance of the structure <br />and voted 5-0 (White and Schmidt absent) to: a) Recommend local historic designation <br />of the structure at 2302 Hopkins Avenue and b) Recommend approval of a Mills Act <br />Contract and associated 10-year maintenance and improvement plan. <br /> <br />ANALYSIS <br />DESIGNATION PROCESS (REDWOOD CITY MUNICIPAL CODE, CHAPTER 40 – HISTORIC <br />PRESERVATION) <br /> <br />The historic landmark designation process is a three-step process which first involves a <br />recommendation from the HRAC to the Planning Commission. The second step is a <br />recommendation from the Planning Commission to the City Council. The third step is <br />final action by the City Council. The historic designation process involves the evaluation <br />of the application and the historic consultant’s report/DPR 523 form in conjunction with <br />the City’s historic designation criteria: <br />7.A. - Page 1
