<br />ATTY/RESO.3157/601 Marshall Appeal 8-Story Project <br />REV: 11/10/15 VR <br />Page 1 of 22 <br /> RESOLUTION NO. <br /> <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF <br />REDWOOD CITY DENYING THE APPEALS AND APPROVING A <br />VESTING TENTATIVE MAP, DOWNTOWN PLANNED COMMUNITY <br />PERMIT INCLUDING ONE GUIDELINE DEVIATION, AND PARKING IN- <br />LIEU FEE APPLICATION FOR 601 MARSHALL STREET PURSUANT <br />TO THE CITY OF REDWOOD CITY'S DOWNTOWN PRECISE PLAN <br />AND SUBDIVISION ORDINANCE <br /> <br />WHEREAS, On May 19, 2015, the Applicant, Dostart Development, submitted a <br />request for a Vesting Tentative Map, Planned Community Permit including two guideline <br />deviations, and Parking In-Lieu Fee Application for a new 9-story, 112’ tall, 129,235 s.f. <br />office/retail development, providing 270 of the required 388 parking spaces on-site with <br />the remaining 118 required spaces covered by in-lieu fees, located at 601 Marshall <br />Street (the Nine-Story Project) which is within the Downtown Precise Plan area; and <br /> <br />WHEREAS, the Nine-Story Project supersedes the original request by the <br />applicant, which included a request for a Vesting Tentative Map, Planned Community <br />Permit including two guideline deviations, and Parking In-Lieu Fee Application for a new <br />11-story, 136’ tall, 136,500 s.f. office/retail development, providing all of the required <br />410 parking spaces on-site, and <br /> <br />WHEREAS, on January 22, 2015 the Historical Resources Advisory Committee <br />(HRAC) held a meeting to consider the potential impacts of the project on the adjacent <br />historical resources located at 611 Middlefield Road and 620 Jefferson Avenue that <br />could result in “substantial adverse changes”. The HRAC voted 3-2 (Eakin and Stewart <br />dissenting) that, while the project will impact the two adjacent historic resources, the <br />impact does not rise to the threshold that would cause a substantial adverse change in <br />the significance of the adjacent historic resources, and the adjacent historic resources <br />will remain eligible for listing in the California of Historic Places; and <br /> <br />WHEREAS, on March 26, 2015 the HRAC held a meeting to consider the <br />potential impacts of the project on the nearby historic San Mateo County Courthouse <br />that could result in “substantial adverse changes”. The HRAC voted 3-2 (Eakin and <br />Stewart dissenting) that, while the project will impact the historic courthouse, the impact <br />does not rise to the threshold that would cause a substantial adverse change in the <br />significance of the historic courthouse, and the historic courthouse will remain eligible <br />for listing in the California of Historic Places; and <br />WHEREAS, on May 5, 2015 the Architectural Advisory Committee (AAC) held a <br />meeting to consider the proposed two deviations from the guidelines of the Downtown <br />7.C. - Page 13
