to vehicular traffic while allowing access for emergency and maintenance vehicles and <br />for public use such as seating outside the fenced dog area. <br />The park is open from sunrise to 10:30pm, comparable to the City’s lighted recreational <br />areas such as baseball fields, basketball courts and tennis courts (Municipal Code, <br />Section 25.2.01). This permits residents and the neighborhood to resourcefully use the <br />park after dark during shorter daylight seasons. <br />The Main Street Dog Agility Park Project was successfully completed in accordance <br />with the plans and specifications for a total contract cost of $479,536.00. Change <br />orders were issued for the sum total of $34,711.00, which is 7.8% more than the <br />awarded contract amount. The majority of the change order amount was issued for <br />unforeseen issues such as grading to the existing street and additive alternates such as <br />upgrades to fencing. <br />The contract allowed 90 calendar days for project completion and the project was <br />completed in 134 days; the extended time allowed for the long fabrication, delivery and <br />installation time for the Omega fencing and gates. Main Street Dog Agility Park was <br />substantially completed on May 20, 2015 and re-opened to the public on Saturday, May <br />30, 2015. <br />ALTERNATIVES <br />Council may choose not to accept the project, or authorize the release of bonds and <br />retention which would be contrary to the terms of the contract and prior Council action. <br />FISCAL IMPACT <br />Sufficient funding for the work of this construction contract has been previously <br />appropriated as Capital Projects Funds – Main Street Dog Agility Park Project. <br />ENVIRONMENTAL REVIEW <br />As proposed, the project is categorically exempt from the requirements of the California <br />Environmental Quality Act (CEQA) Guidelines per Section 15302 “Replacement or <br />Reconstruction” for removal and replacement of existing lawn area in a public park; and <br />Section 15332 “In-Fill Development Projects” for the construction of infrastructure <br />improvements such as new sidewalks, curb and gutter, and crosswalks, and landscape <br />improvements such as fencing, decomposed granite dog play area, benches, lighting, <br />utility extensions and entrances to an existing city-owned vacant lot to create a new <br />neighborhood-serving park. <br /> <br />CLAUDIA OLALLA, ASLA <br />LANDSCAPE DESIGNER <br />6.2.A. - Page 2
