The Noise Disturbance Coordinator <br />would work directly with an assigned City staff member.) <br /> <br />84. The applicant shall comply with the following measures to reduce air emissions <br />during construction: <br /> Water all exposed surfaces (e.g., parking areas, staging areas, soil piles, <br />graded areas, and unpaved access roads) two times per day. <br /> Cover all haul trucks transporting soil, sand, or other loose material off-site. <br /> Remove all visible mud or dirt track-out onto adjacent public roads using wet <br />power vacuum street sweepers at least once per day. Dry power sweeping is <br />prohibited. <br /> Limit speeds of all vehicle on unpaved roads to 15 mph. <br /> Pave all roadways, driveways, and sidewalks as soon as possible. Building <br />pads shall be laid as soon as possible after grading unless seeding or soil <br />binders are used. <br /> Minimize idling times either by shutting equipment off when not in use or <br />reducing the maximum idling time to 5 minutes (as required by the California <br />airborne toxics control measure Title 13, Section 2485 of California Code of <br />Regulations [CCR]). Provide clear signage for construction workers at all <br />access points. <br /> Maintain and properly tune all construction equipment in accordance with <br />manufacturer‘s specifications. All equipment shall be checked by a certified <br />visible emissions evaluator. <br /> Post a publicly visible sign with the telephone number and person to contact <br />at the lead agency regarding dust complaints. This person shall respond and <br />take corrective action within 48 hours. The Air District‘s phone number shall <br />also be visible to ensure compliance with applicable regulations. <br /> <br />85. A Soils Engineer shall conduct continuous site inspections during trenching and <br />backfill operations at the applicant’s expense. The Soils Engineer shall take <br />compaction tests and submit the results to Engineering & Construction. <br />86. Buried metal infrastructure shall have cathodic protecting using a sacrificial anode <br />system that conforms to Part VII (G) of the City’s water system design criteria and <br />standard specification details Section 02661. Additionally, concrete mixes shall <br />conform to Caltrans specifications for Protection of Reinforcement Against Corrosion <br />Due to Chlorides, Acids, and Sulfates as outlined in the Memo to Designers 10-5, <br />January 2002. <br />87. In the event that any deposits of prehistoric or historic archaeological materials are <br />encountered during project construction activities, all work within an appropriate <br />buffer area shall be stopped and a qualified archaeologist meeting Federal criteria <br />under 36 CFR 61 shall be contacted to assess the deposit and make <br />recommendations, possibly including complete avoidance of the resources, in-place <br />preservation, and/or data recovery. <br />7.C. - Page 31
