<br /> 1) Planning Director Patterson described the reasons for a new building including the <br /> age of the main building at 80 years and the addition at 55 years; the need to comply <br /> with the ADA which would include an elevator and new restrooms; and the roof and <br /> heating system needed replacing. The estimated cost would have been $1.2 million for <br /> a building which still would not meet seismic standards nor fully comply with ADA <br /> requirements, In addition, three City departments would still have to be housed <br /> outside City Hall in private office buildings at a cost of $200,000 per year to the City. <br /> 2) Planning Director Patterson described the design competition that included inviting <br /> dozens of architects to submit drawings and displaying the top six designs in the Main <br /> Library where all residents were invited to review and offer comments. The people's <br /> choice was accepted by the Council and plans went forward. The design competition <br /> objectives were to unify the Civic Center, provide a "symbolic" central government <br /> location, provide adequate office space for City Hall employees, provide an inviting <br /> and easily accessible building, provide a highly efficient and cost conscious building <br /> through the use of quality materials and "state of the art" energy technologies, and <br /> provide an indoor and outdoor gathering place for civic functions in the downtown. <br /> 3) Planning Director Patterson reviewed the funding ofthe City Hall project advising <br /> that the City had saved the money over the years in the Civic Center Construction <br /> Fund which is now drawing interest. <br /> Councilman Claire advised that the impetus for the new City Hall was the new <br /> Library built in 1988 which freed up the old Library building adjacent to the old City <br /> Hall. However, when Council reviewed the numbers for a remodel the total cost was <br /> estimated at $6 million, and decided the remodel of an inadequately sized building <br /> wasn't worth it. In today's dollars that would be $8.6 million. <br /> B. Results of bidding process <br /> 1) Recommendations from the City hosted contractors' forum and discussion of benefits <br /> of the Construction Manager/General Contractor (CM/CG) process. (Milt Morgan) <br /> Milt Morgan of Morgan Associates, construction consultant, was hired by the City to <br /> find a better way of building a City hall and to bring the advantages of private sector <br /> construction to the public sector: highest quality and lowest fee. He described the <br /> Construction Management General Contractor process (in lieu of a lump sum bid) <br /> which is used universally in the private sector, and described the selection process that <br /> led to the hiring of Rudolph & Sletten as the CMGC.
