ORAL COMMUNICATIONS <br />A. Mayor Buchan advised that due to the inappropriate discussions over the <br />past months under Oral Communications, the following ground rules would <br />now and in the future be observed by all speakers addressing the Council <br />under Oral Communications: <br />1) The Council will only hear matters of public policy concern and <br />municipal affairs; <br />2) The Council will not hear discussion regarding the quality of events <br />sponsored by private organizations nor the quality of the local media; <br />3) The Council will not hear discussion regarding disputes between <br />private individuals, private organizations or private businesses; <br />4) Each speaker will be allowed three minutes and the total time for Oral <br />Communications will be fifteen minutes.
