Vice Mayor Claire advised that the use of letterhead on behalf of private individuals such as recommendations for Eagle Scouts, etc. should be permissible and asked that Paragraph 3. "Prohibited use of City letterhead by a Counc il Member" be amended to read: "Council members cannot use City letterhead on behalf of private organizations to which the Council member belongs...." SPECIAL ORDERS OF THE DAY A. Presentation of Resolution honoring Donna Wishon, Deborah Patterson and Ann Dunbar for risking their lives and great bodily harm, in an attempt to save the lives of two people they had never met; (301-04) Mayor Buchan read the Resolution and described the incredible courage Ms. Wishon, Ms. Patterson and Ms. Dunbar displayed on January 10, 1993, stopping their car, trying to physically shield two victims from further stabbing, and chasing the assailants away with a baseball bat. After the attack, Ms. Wishon, Ms. Patterson and Ms. Dunbar assisted the authorities in the investigation which ultimately led to the identification, determination of guilt and sentencing of the individual responsible for the one homicide. Everyone in the Chambers arose and applauded the valiant and heroic efforts of three very, very brave women: Donna Wishon, Deborah Patterson and Ann Dunbar. Councilman Greenalch advised that the young man killed in the attack was his daughter-in-law's nephew and he thanked Ms. Wishon, Ms. Patterson and Ms. Dunbar for their heroic efforts that night on behalf of everyone who loved Joey Wilson.
