6.3.B. - Page 1 <br /> REPORT <br /> To the Honorable Mayor and City Council <br /> From the City Manager <br /> December 7, 2015 <br /> SUBJECT <br /> Results of the November 3, 2015 Consolidated Municipal, School and Special District <br /> All-Mailed Ballot Election based on the County of San Mateo Chief Elections Officer's <br /> Certificate and Final Official Canvass <br /> RECOMMENDATION <br /> Adopt a resolution reciting the facts of the Consolidated Municipal, School and Special <br /> District All-Mailed Ballot Election held on November 3, 2015 and declaring the results as <br /> provided by law. <br /> BACKGROUND <br /> The City of Redwood City holds its elections on odd-numbered years with alternating <br /> three or four seats being on the ballot. On the ballot this year were four seats with three <br /> incumbents, since one Council Member was termed out as per Charter § 9a. At its July <br /> 27, 2015 Council Meeting the City Council voted to opt-in to an All Mailed Ballot <br /> approach to voting as per AB 2028. <br /> ANALYSIS <br /> On November 25, 2015 the City Clerk's Office received elections results in the <br /> Certificate of the Chief Elections Officer of the County of San Mateo, which was <br /> executed on November 24, 2015.The final official results by the Chief Elections Officer <br /> reports the following votes for each of the six candidates: Ian Bain 6,664 votes, Shelly <br /> Masur 5,967 votes, Alicia Aguirre 5,896 votes, Janet B. Borgens 5,601 votes, Rosanne <br /> Foust 4,597 votes, and Tania Sole with 2,667 votes. The newly elected City Council <br /> Members are: Ian Bain (incumbent), Shelly Masur, Alicia Aguirre (incumbent), and Janet <br /> B. Borgens. <br /> In order to augment the outreach efforts related to an all-mailed Ballot, the City of <br /> Redwood City hired a consultant — Envirocom — to assist with the process. The report <br /> from the consultant is attached. <br /> The County of San Mateo Elections Office has six months to provide a full report about <br /> the All-Mailed Ballot Election to the Secretary of State and State Legislature. It will <br /> include information related to voter turnout and demographics. The County is trying to <br /> expedite the report and complete it before six months have elapsed. <br /> Page 1 of 2 <br />
