6.1.A. - Page 1
REPORT
To the Honorable Mayor and City Council
From the City Manager
December 7, 2015
SUBJECT
Amendment No. 1 to Agreement for Professional Services with Kitchell/CEM, Inc.
RECOMMENDATION
By motion, approve Amendment No. 1 to Agreement for Professional Services with
Kichell/CEM, Inc. and authorize the City Manager to execute the amendment in the
amount of $107,250.00, for a total of $167,250.00 for project management and
downtown construction coordination.
BACKGROUND
In March, 2015 the City entered into a professional services agreement with
Kitchell/CEM, Inc. for project management and construction coordination of various
downtown development projects. The agreement provided for a dedicated Project
Manager to ensure effective communication with private construction projects, increase
communication between the community and all project stakeholders, and to assist the
City with developing and collaborative, consensus-driven process to facilitate project
delivery. The original agreement was intended to conclude once the Crossing 900 and
North Plaza projects are complete, for an amount not to exceed $60,000.00.
ANALYSIS
Kitchell/CEM, Inc. has been responsible for maintaining a dedicated point of contact for
all downtown construction projects in addition to providing specific attention to Crossing
900 and North Plaza. Kitchell/CEM, Inc. has performed effectively and efficiently since
the inception of this agreement by providing a Project Manager to the City as required.
Although the Crossing 900 and North Plaza projects are wrapping up, other downtown
construction activities continue and overall coordination efforts have benefited from a
dedicated point of contact. Staff recognizes the value of this service and negotiated an
amendment to the agreement so that services can continue through March 31, 2017.
Compared to the original agreement, the level of effort anticipated in the amendment
has been reduced from approximately 15 hours per week to 10 hours per week on
average, and will be extended for approximately 15 months.
