<br /> 8. Police Chief Guardino stressed the importance of the Community Policing Program and the <br /> lack of resources that keeps the Department from fully staffing all assignments. Chief <br /> Guardino described the Department's "no tolerance" policy regarding crime in general, and <br /> specifically any act of retaliation. In response to Council questions Chief Guardino stated that <br /> Community Policing works. Chief Guardino added that the Department's goal was to have <br /> every Redwood City Police Officer trained as a community policing officer and involved in <br /> the community. <br /> Mayor Buchan declared a recess at 10:00 P.M. <br /> Meeting reconvened at 10:09 P.M. <br /> Mayor Buchan invited the public to speak at this time. <br /> t) Joe Steinfeld, 850 Main Street, Redwood City, said there was a public safety crisis in Redwood <br /> City due to the underfunding ofthe Police Department. Mr. Steinfeld advised that the Police <br /> Department was unable to solve the problems of drugs and prostitution at the old Whipple Lodge <br /> (now the site of an affordable housing project.) Mr. Steinfeld stated that this Council was building <br /> monuments to itself, but refused to try new technology to stop life threatening situations in the <br /> southeastern part of Redwood City. Mr. Steinfeld suggested that another hearing on public safety be <br /> held one year from now; and, that the City be divided into six sections with a Council member <br /> assigned to each on a rotating basis, excluding the Mayor. <br /> 2) Salvador Sandoval, 2508 Spring Street, Redwood City, requested information on the following <br /> subjects: <br /> - Gang activity in 1991, 1992 and 1993; <br /> - Graffiti and tagging in 1991, 1992 and 1993; <br /> - "How has my tax dollar been spent on gang prevention activities? Mr. Sandoval stated that <br /> gang members see the Police as janitors, and think their attempt to clean-up the gang's <br /> graffiti is funny. <br /> - How many hours are Community Policing Officers on the Street? <br /> What are their hours on the weekends, evenings and early morning: <br /> - Why hasn't Captain Granucci answered my letter regarding Community Policing Officers? <br /> - Gave credit to Officers Mateo and Feeney in establishing neighborhood watch groups. <br /> - What is the level of cooperation between San Mateo County Sheriffs Department and the <br /> Redwood City Police Department? <br /> - What is the mission, what are the goals and objectives of the Police Department? <br /> Where is the Department's five to ten year plan? <br /> Mayor Buchan referred this request to the Police Department staff. <br /> MEMO 3/2/94 <br /> Vice Mayor Claire explained that the last issue Mr. Sandoval raised was a very important one and one <br /> that was addressed every year during the public budget process. Vice Mayor Claire displayed the FY <br /> 1993-94 Budget and explained that every department's mission, goals, objectives and distribution of <br /> resources were outlined in the budget.
