REPORT FROM THE COUNCIL LEGISLATIVE COMMITTEE
1) Consideration of Election Dates
REPORT: Legislative Committee Report No. 94-1, March 7,1994
(Council members Buchan, Sanfilipo and Chairperson Claire)
Chairperson Claire presented Legislative Committee Report No. 94-1. The Redwood City
Elementary School District Board contacted the Mayor and the Chair of the Legislative
Committee "regarding a proposal to consolidate school district elections with the City's
general municipal election to provide focus upon local issues and concerns." Both elections
are now held in November of even years, but the School Board has "expressed concern
regarding the dilution of local issues resulting from consolidation with state-wide general
elections." Chairman Claire described how earlier Councils had pushed to consolidate with
the School District elections in odd years to focus attention on the overlapping concerns of
the City and the School District. State law prohibited odd year elections and the Council
joined the School District in November of even years. Recently state law changed and will
allow elections in November of odd years, and the School District Board would like to
consolidate its election with the City in odd years. Stand alone elections are too costly for
anyone entity to conduct, and moving the election to November of odd years without the
City moving also would defeat the original purpose of consolidating interests for the voters.
A March election of odd years is available to the School District Board, but not to the City
of Redwood City.
Special Study Session
March 7, 1994
Page 5
MINUTE BOOK NO. 52
Page No. 159
. - ,-...
