Councilwoman Gasparini offered to assist the Task Force, PCS and the Historic Resources
Advisory Committee in pursuing grants.
MEMO 3/15/94
Councilwoman Steinfeld stated that the City was faced with a shrinking budget and this
was not the time to set aside $300,000 of Redevelopment Funds for the Fox Theatre, and it
was inappropriate to preempt the FY1994/95 budget process. Councilwoman Steinfeld
summarized the financial statements of PCS and asked for more financial information,
including specifics on the Board's grants policy. Councilwoman Steinfeld advised that the
National Endowment for the Arts and other grant programs were unlikely to consider PCS
due to its inability to cover its current operating costs without municipal subsidies and its
lack of diversity in funding sources. Councilwoman Steinfeld asked her colleagues to
separate the two main issues and vote on them separately: funds for cultural programs and
funds for building improvements.
Mayor Buchan declared a five minute recess at 9:15 P.M.
Council Meeting reconvened at 9:21 P.M.
Mayor Buchan called on members of the audience to speak on this issue:
The following people urged the Council to support PCS productions and building
improvements at the Fox Theatre as part of the cultural activities that are needed in every
great city, as part of the heritage of Redwood City, as part of the revitalization of the
downtown area, and as a way of preserving a magical theatrical experience:
Tom Finkemeir, 1147 Sanchez Way, Redwood City;
Marie Felix, 2192 Euclid, Redwood City;
Lynelle Hanson, 2449 Harding Avenue, Redwood City;
Matt Morris, 863 Upland Road, Redwood City;
Ardeen Merry, 4 Copley Avenue, Redwood City;
Kathy Sampel, 1193 Lyon Street, Redwood City;
Kathy Smith, 2221 Broadway, Redwood City;
David Faussone, 819 Upland Road, Redwood City;
Warren Dale, 1637 Carleton Court, Redwood City;
Jonathan Aron, 674 Barbour Drive, Redwood City;
Pat Kelley, 125 Foxwood, Portola Valley;
Beth Ann Fischer, Fidelity National Title, Redwood City;
Kenneth Spicer, 1756 Broadway, Fox Theatre, Redwood City.
The following person spoke in opposition to the recommendations of the Task Force stating
that Redwood City taxpayers should not have to foot the bill for a deficit in operating costs
incurred by PCS productions at the Fox Theatre.
MINUTE BOOK NO. 52 Regular City Council Minutes
Page No. 166 March 14, 1994
Page 5
