REPORT <br />To the Honorable Mayor and City Council <br />From the City Manager <br /> <br />December 14, 2015 <br /> <br />SUBJECT <br />Ordinance Amending Section 33A.15 of the Redwood City Code to Change the <br />Definition of “Sidewalk Café Area” <br /> <br />RECOMMENDATION <br />Waive second reading and adopt an ordinance amending Section 33A.15 of the <br />Redwood City Code to change the definition of Sidewalk Café Area. <br /> <br />BACKGROUND <br />On November 9, 2015, the City Council introduced the above referenced ordinance <br />amending Section 33A.15 of the Redwood City Code to change the definition of <br />Sidewalk Café Area. The ordinance is presented at this meeting for a second reading <br />and adoption. The staff report from the November 9, 2015 meeting, which includes <br />ordinance details, is attached to this report. <br />Subsequent to the November 9, 2015 meeting, a minor change was made to the <br />proposed amendment, which change clarifies that the definition of “sidewalk” is meant <br />to include only those public rights of way designed for pedestrian access. <br /> <br />ANALYSIS <br />Adopting this ordinance would allow legally permitted existing and future restaurants <br />and cafes within the Downtown Precise Plan area to install outdoor seating (per the <br />existing requirements), which would further the vision and goals of the Downtown <br />Precise Plan. In the existing ordinance, sidewalk cafes are limited to a small area within <br />downtown that does not include Broadway between Arguello and Maple Streets. All <br />restaurants would need to go through an approval process, and would have to meet <br />certain requirements and ongoing performance standards. Further analysis of this <br />ordinance is provided in the attached November 9, 2015 staff report to City Council. If <br />adopted, this ordinance would go into effect on January 13, 2016. <br /> <br />ALTERNATIVES <br />The Council may choose to not to adopt the ordinance and for staff to come back with <br />changes to the proposed “Sidewalk Café Area” boundaries. <br />7.4.A. - Page 1
