New residents of market-rate housing purchase goods and utilize services <br /> in the community, increasing local employment and attracting employees, of whom a <br /> quantifiable number will have very low, low, or moderate incomes and cannot afford <br /> market-rate housing. <br /> D. New housing construction that does not include affordable units aggravates <br /> the existing shortage of affordable housing by absorbing the supply of available <br /> residential land. <br /> E. Because nonresidential development also attracts employees, of whom a <br /> quantifiable number will have very low, low, or moderate incomes, new nonresidential <br /> developments similarly increase the demand for and exacerbate the shortage of housing <br /> available for people at these income levels while also reducing the supply of land <br /> potentially available for housing development. <br /> F. Based on the findings above, the City desires to further the public health, <br /> safety and welfare by requiring residential and nonresidential development projects in the <br /> City to mitigate their impact on the need for affordable housing in the City. <br /> Section 2.
