Sheriffs office on County property at the end of 1580 Maple Street in Redwood City
into a homeless shelter. Vice Mayor Hartnett advised that it was important to
remember the County had every legal right to operate such a facility on their own
property, but has, through the process of meetings established by the Council and
County subcommittees, shown a concern and willingness to involve Redwood City in
the final decision.
Vice Mayor Hartnett advised that at this point the Council subcommittee had asked
the County subcommittee to consider a few basic principles before converting the
Sheriffs work furlough site at the end of 1580 Maple Street into a homeless shelter:
The County Master Plan includes three homeless facilities, one each in the northern,
central and southern part of San Mateo County and the City agrees with this approach.
If a facility at the work furlough site is opened, it should be at the same time and in
conjunction with the other two sites as described in the Master Plan. Also, the armory
in San Mateo should remain open. Vice Mayor Hartnett advised that before the
shelter is opened in Redwood City a date certain for the one in the north County area
should be established, and that the Redwood City facility should have no more than
60 beds (180 total in the Master Plan.) It was also agreed in concept that there would
be no financial contribution from Redwood City, and that it was reasonable to expect
that if the Master Plan was implemented, and the shelter opened, the homeless
population from Redwood City would have first priority at the Redwood City site.
Vice Mayor Hartnett stated he wanted the Council to know what both
subcommittees were accomplishing, and summed up the Council subcommittee's
belief that before a shelter is opened in Redwood City, the County's Master Plan
should be implemented. Vice Mayor Hartnett advised that the County is pleased with
the process and he had discussed these principles and the Council report with
Supervisor Lempert, member of the County's subcommittee, and both had agreed that
the principles were reasonable and further communications would be helpful. Vice
Mayor Hartnett added that everyone wanted the plan to be successful and the Council
subcommittee believed the homeless in San Mateo County would be better served
with the implementation of the County Master Plan.
Councilwoman Steinfeld stated her concerns with recent newspaper articles
implying Redwood City did not want a homeless shelter, and advised that as the
County seat it made sense for County services to be close to one another.
Councilwoman Steinfeld stated that homeless shelters were needed, and there were no
downsides to the proposed site at 1580 Maple Street. Councilwoman Steinfeld
advised that she was supportive of the subcommittees' work, but wanted to remind
her colleagues that the other two shelters might not open and the City should be aware
of that possibility.
Regular Meeting Minutes MINUTE BOOK NO. 53
AprillO,1995 Page No. 131
Page 4
~. --..... ~ ..-. . ,.
