6.3.A. - Page 1 REPORT To the Honorable Mayor and City Council From the City Manager January 11 , 2016 SUBJECT Water Connection and Service — 681 Glenloch Way, in unincorporated San Mateo County, CA RECOMMENDATION Adopt a resolution authorizing a request to the Local Agency Formation Commission (LAFCO) for extension of water services outside jurisdictional boundaries to 681 Glenloch Way, in unincorporated San Mateo County, pursuant to Government Code Section 56133. BACKGROUND The property owner of 681 Glenloch Way (APN 068-021-320) is proposing to construct a new single family residence on the vacant parcel. The parcel is located in the unincorporated San Mateo County, outside of Redwood City's jurisdictional boundaries. However, the property is within the City's sphere of influence and water service area. The property owner has applied to the County of San Mateo for a building permit to construct the proposed residence. A County project condition of approval requires the property owner to secure a new water connection and service from the City of Redwood City. The City must receive LAFCO approval to provide water service from the 8-inch water main that currently exists along the frontage of 681 Glenloch Way. ANALYSIS The extension of water service outside the City's jurisdictional boundaries is not a frequent occurrence. The occasional addition of a residential connection is not anticipated to have any significant impact on the City's total water allotment. Staff recommends that the City request LAFCO's approval to extend water service outside the City's jurisdictional boundaries to 681 Glenloch Way pursuant to Government Code Section 56133. LAFCO requires Council's authorization, by resolution, of requests made for new services. The water service connection proposed for the single-family residence at 681 Glenloch Way is subject to the following conditions and fees: 1. LAFCO shall approve the application for the proposed water service connection; 2. Property owner shall pay the LAFCO fees;
