6.3.A. - Page 1 <br /> REPORT <br /> To the Honorable Mayor and City Council <br /> From the City Manager <br /> January 11 , 2016 <br /> SUBJECT <br /> Water Connection and Service — 681 Glenloch Way, in unincorporated San Mateo <br /> County, CA <br /> RECOMMENDATION <br /> Adopt a resolution authorizing a request to the Local Agency Formation Commission <br /> (LAFCO) for extension of water services outside jurisdictional boundaries to 681 <br /> Glenloch Way, in unincorporated San Mateo County, pursuant to Government Code <br /> Section 56133. <br /> BACKGROUND <br /> The property owner of 681 Glenloch Way (APN 068-021-320) is proposing to construct <br /> a new single family residence on the vacant parcel. The parcel is located in the <br /> unincorporated San Mateo County, outside of Redwood City's jurisdictional boundaries. <br /> However, the property is within the City's sphere of influence and water service area. <br /> The property owner has applied to the County of San Mateo for a building permit to <br /> construct the proposed residence. A County project condition of approval requires the <br /> property owner to secure a new water connection and service from the City of Redwood <br /> City. The City must receive LAFCO approval to provide water service from the 8-inch <br /> water main that currently exists along the frontage of 681 Glenloch Way. <br /> ANALYSIS <br /> The extension of water service outside the City's jurisdictional boundaries is not a <br /> frequent occurrence. The occasional addition of a residential connection is not <br /> anticipated to have any significant impact on the City's total water allotment. <br /> Staff recommends that the City request LAFCO's approval to extend water service <br /> outside the City's jurisdictional boundaries to 681 Glenloch Way pursuant to <br /> Government Code Section 56133. LAFCO requires Council's authorization, by <br /> resolution, of requests made for new services. The water service connection proposed <br /> for the single-family residence at 681 Glenloch Way is subject to the following <br /> conditions and fees: <br /> 1. LAFCO shall approve the application for the proposed water service <br /> connection; <br /> 2. Property owner shall pay the LAFCO fees; <br />
