6.3.C. - Page 1 <br /> REPORT <br /> To the Honorable Mayor and City Council <br /> From the City Manager <br /> January 11 , 2016 <br /> SUBJECT <br /> Two New Water Connections and Services — APN 068-151-180 and APN 068-151-190, <br /> in unincorporated San Mateo County, CA <br /> RECOMMENDATION <br /> Adopt a resolution authorizing a request to the Local Agency Formation Commission <br /> (LAFCO) for extension of water services outside jurisdictional boundaries to APN 068- <br /> 151-180 and APN 068-151-190, in unincorporated San Mateo County, pursuant to <br /> Government Code Section 56133. Confirm determination that the Projects are exempt <br /> from CEQA. <br /> BACKGROUND <br /> The property owner of APN 068-151-180 and APN 068-151-190 wishes to construct <br /> one new single-family residence on each of the two vacant parcels. The parcels are <br /> located in the unincorporated part of San Mateo County, outside of City of Redwood <br /> City's jurisdictional boundaries. However, both parcels are within the City's sphere of <br /> influence and water service area. <br /> The property owner has applied to the County of San Mateo for a building permit to <br /> construct the proposed residences. A County project condition of approval requires that <br /> the property owner secure two new water connections and services from the City. The <br /> City must receive LAFCO approval to provide water services from the 6-inch water main <br /> that currently exists along the frontage on Oak Park Way. <br /> ANALYSIS <br /> The extension of water service outside City's jurisdictional boundaries is not a frequent <br /> occurrence. The occasional addition of a residential connection is not anticipated to <br /> have any significant impact on the City's total water allotment. <br /> Staff recommends that the City request LAFCO's approval to extend water service <br /> outside the City's jurisdictional boundaries to APN 068-151-180 and APN 068-151-190 <br /> pursuant to Government Code Section 56133. LAFCO requires Council's authorization, <br /> by resolution, of requests made for new services. The water service connections <br /> proposed for the single family residences at APN 068-151-180 and APN 068-151-190 <br /> are subject to the following conditions and fees: <br />
