The form based <br /> code would work within the existing maximum height standards (no intensification <br /> beyond existing zoning standards will be proposed); <br /> • Emphasis on housing opportunities with a focus on providing affordable housing; <br /> • Connections and interface with the Downtown Precise Plan; <br /> • Opportunities for implementing the City's Community Benefit (Partnership RWC) <br /> program; <br /> • Implementation of public improvements to enhance appearance and functionality <br /> of El Camino Real; <br /> • Design guidelines for future projects and; <br /> • A comprehensive small business preservation and development strategy; <br /> Following the Council meeting, staff solicited consultant proposals to assist with the <br /> economic analysis and planning efforts to develop this plan. <br /> ANALYSIS <br /> Staff released the RFP in early June and received proposals at the end of June. These <br /> were evaluated based on professional qualifications and demonstrated competence <br /> with particular attention to: <br /> 1 . Experience, qualifications, performance, and availability of project manager. <br /> 2. Relevant experience in preparing corridor plans and evaluating public right of <br /> way improvements. Experience in preparing plans for the El Camino Real or <br /> another major corridor and completing economic analyses. Innovative and <br /> successful public outreach efforts. <br /> 3. Approach to project and strategy to implement community's vision. <br /> 4. Ability to meet schedules, coordinate activities with multiple parties, work closely <br /> and collaboratively with staff, and perform within budget and schedule limitations. <br /> 5. Solid management practices. <br /> Dyett & Bhatia was selected as staff's preferred consultant for this project. The <br /> consultant's team includes Economic & Planning Services (EPS), who will lead market <br /> and financial feasibility analysis, and Bottomley Design & Planning, who will provide <br /> expertise on urban design and streetscape improvements. The consultant team's <br /> experience in this area and with the City makes them highly qualified to develop the <br /> corridor plan. The proposal, including sub-consultant work, totals $195,604. <br /> The community outreach process and overall planning for the corridor plan is expected <br /> to take 12-18 months. Depending on the scope of planning study, CEQA review will <br /> most likely be conducted towards the end (or subsequent to) the planning process. <br /> ALTERNATIVES <br /> Do not authorize execution of the agreement with Dyett & Bhatia and direct staff to seek <br /> additional consultant proposals. <br />
