8.A. - Page 18 <br /> • Field Conditions Assessment/Photography (Sub-Consultant-1) - Photograph <br /> building, site, and streetscape conditions, including potential development <br /> and transit facility sites. Sub-Consultant-1 will support the assessment of <br /> existing conditions by conducting a "windshield" survey of the Corridor <br /> including its existing business type composition and business volumes, <br /> building intensities and quality, and identification of"opportunity sites." <br /> • Opportunity Sites Identification (Sub-Consultant-1, Consultant) - As a part of <br /> identifying and evaluating "opportunity sites," Sub-Consultant-1 will <br /> considering key attributes from available data sources such as parcel size, <br /> parcel configuration, ownership patterns, building age and quality, recent <br /> real estate transactions, assessed valuation, current property valuations, <br /> proposed projects, and any key other indicators affecting near-term <br /> development potential. Sub-Consultant-1 will draw from the outreach to key <br /> stakeholders (Task 3) to develop insights into how existing Corridor <br /> development and existing land use policy and regulatory framework influ- <br /> ence existing businesses and market opportunities for future development. <br /> Completing this task will build upon land use and financial assessment Sub- <br /> Consultant-1 conducted during the Community Benefits Program effort. <br /> • Current Land Use Policy and Development Regulations (Consultant) — <br /> Compile information on existing land use and density/intensity policies and <br /> regulations in the Corridor, including existing land use designations, zoning <br /> districts, and development regulations, based on information from City staff, <br /> the General Plan, the Downtown Plan, and the Zoning Ordinance. <br /> 4-13 Document Roadway, Streetscape, and Transportation Conditions (Sub- <br /> Consultant-2, Consultant). <br /> • Streetscape Conditions Map — Prepare diagram with aerial photo underlay. <br /> Symbols and annotations will indicate existing conditions related to <br /> streetscape image, frontage and median conditions, city/freeway gateway <br /> areas, subsurface and overhead utilities, and pedestrian and transit <br /> facilities, including street crossing and sidewalk conditions. Photos of plan <br /> area conditions will be keyed to map. Display size approximately 1"=100'. <br /> • Typical Site/Building/Street Conditions Sketches — Prepare up to five <br /> annotated 3D sketches illustrating subarea building, streetscape, and <br /> Corridor interface conditions. These sketches will serve as "before" <br /> illustrations, to be paired subsequently with "after" illustrations of <br /> recommended urban design guidelines and streetscape improvements. <br /> • Existing Transportation Conditions Summary — Prepare a summary of cur- <br /> rent transportation conditions based on existing available data. Coordinate <br /> with Caltrans, SamTrans, and other jurisdictions/agencies as needed to <br /> obtain information.
