6.1.C. - Page 1 <br /> REPORT <br /> To the Honorable Mayor and City Council <br /> From the City Manager <br /> January 11 , 2016 <br /> SUBJECT <br /> Emergency Vehicle Access Easement Deed granted by Pentair Thermal Management, <br /> LLC for the property at 899 Broadway <br /> RECOMMENDATION <br /> By motion, approve the Emergency Vehicle Access Easement, and authorize the City <br /> Manager to, upon receipt of a signed Deed, accept the Emergency Vehicle Access <br /> Easement Deed granted by Pentair Thermal Management, LLC for the property at 899 <br /> Broadway, execute the Certificate of Acceptance for such Deed, and modify the content <br /> of the Emergency Vehicle Access Easement Deed as necessary to receive a signed <br /> Deed <br /> BACKGROUND <br /> On October 7, 2015 the Planning Manager issued Architectural Permit AP2015-61 for <br /> the façade update, interior remodel, and site improvements for the property located at <br /> 899 Broadway. The proposed project creates an additional 85 parking spaces for the <br /> property along a former railroad spur that runs along the center of the block. The <br /> majority of the railroad spur has been undeveloped and gated, and is now proposed to <br /> be fully paved with pervious pavement. The Fire Department determined that given the <br /> length of the parking strip an emergency vehicle access easement would be required to <br /> facilitate access for emergency response. <br /> ANALYSIS <br /> Emergency Vehicle Access Easements are generally dedicated as a component of <br /> larger developments where emergency vehicle access is required over private property. <br /> In this instance the length of the parking strip is over 1 ,100 lineal feet and located <br /> between existing industrial buildings. In order to ensure that the City has the ability to <br /> respond effectively to emergencies within this block, staff requested that the easement <br /> be granted by the property owner. The conditions of approval for the project also require <br /> new hydrants to be installed along this parking strip, and the emergency vehicle access <br /> easement allows greater access to these hydrants. <br /> The easement deed presented for approval is limited to use by emergency vehicles. <br /> This will allow for greater access of emergency vehicles, and ensure that the area <br /> remain free of structures and vehicles. <br />
