<br /> B. Don Saye, Broadway merchant, expressed his anger and frustration that graffiti continues <br /> to plague the City in spite of the best attempts at creative solutions. Mr. Saye suggested a <br /> curfew might reduce graffiti. Mayor Buchan and Councilwoman Gasparini described <br /> the efforts of the Pride and Beautification Committee to attack the problem of graffiti; the <br /> research into other cities' programs, such as the Modesto ordinance; and advised that <br /> painting over graffiti immediately is recognized as one way to discourage taggers. <br /> Councilwoman Gasparini described Library Assistant Director Duffy's request for a <br /> "graffiti free zone" to include the Library. Individuals convicted of applying graffiti in one <br /> of these zones would be subject to harsher penalties. Councilman Sanfilipo requested <br /> information regarding penalties for vandalism. <br /> MEMO 5/10/94 <br /> 2.
