STAFF REPORTS <br /> A. TCI CABLE REBUILD PROJECT -- ABOVE GROUND PEDESTALS VERSUS FLUSH <br /> MOUNTED SERVICE BOXES. <br /> REPORT: City Engineer, May 10, 1994 <br /> City Engineer Luck presented the staff report, and displayed and described several of the <br /> components of the TCI Cablevision system: nodes, large amplifier cabinet, pedestals (above <br /> ground units that house the tap); the "tap" mechanism that connects the large signal carrying <br /> coaxial cable to the smaller one that connects to the gray box); the gray box that is attached to the <br /> side of a house and contains components for special services such as HBO; and large and small <br /> coaxial cables. Mr. Luck explained that TCI chose to house the tap in above ground pedestals <br /> rather than flush mounted cable service boxes to ensure reliable service with better signal quality <br /> and greater system longevity, lower maintenance costs based on failure due to corrosion of soil <br /> found in Redwood Shores, non-existence of technology that would seal taps, and security reasons <br /> to avoid signal leakage, accidental damage and theft. <br /> City Engineer Luck provided the chronology of TCl's rebuild program and communications from <br /> Laverne Atherly of the Redwood Shores Homeowners Association regarding above ground <br /> pedestals. Mr. Luck described current technology of undergrounding electronic components, <br /> TCI's plans for the future along the information superhighway; mitigation measures to hide <br /> pedestals including moving them to a different location inside or outside the public utilities <br /> easement, landscaping, painting and reducing the height; and the many mediation efforts through <br /> the Peninsula Conflict Resolution Center; <br /> In response to Council questions, City Attorney Schricker advised that Underground Utility <br /> Districts do have above ground utility components such as traffic devices, transformers and <br /> pedestals. <br /> MINUTE BOOK NO. 52 Regular Meeting Agenda <br /> Page No. 252 May 16, 1994 <br /> Page 3 <br />
