<br /> Mayor Buchan called upon those people who submitted speaker's cards: <br /> Cliff Keely, Canyon Road, Redwood City, told Council that he was concerned about the <br /> proliferation of cables and wires being attached to existing poles. Mr. Keely advised that coaxial <br /> cable does not bend very well which limits its use; and, his neighborhood was experiencing <br /> problems with tap leakage and degradation of TV cable service. <br /> Laverne Atherly, Cringle Drive, Redwood Shores neighborhood, Redwood City briefly discussed <br /> the background of the Redwood Shores' residents opposition to above ground pedestals, and <br /> distributed several documents, including Redwood City Resolution No. 6521 and maps and <br /> schedules. Mr. Atherly stated that these documents show that CC&Rs established a Design <br /> Review Board which should have had jurisdiction over the decision to use flush vaults or above <br /> ground pedestals during the TCI rebuild program. Mr. Atherly stated that Redwood Shores has <br /> underground utilities and the above ground pedestals are in violation of existing CC&Rs. Mr. <br /> Atherly stated that TCI Cablevision could attach a gray box to every house in Redwood Shores, <br /> install the tap in the gray box and make it tamper proof. It was solely a matter of economics. <br /> In response to Council questions, City Attorney Schricker stated that he had not seen the subject <br /> documents before this evening, and needed time to research them. <br /> Mr. Atherly stated that his source at Raychem advised that technology did exist to seal vaults and <br /> put them underground. Mr. Atherly suggested that Council approve Alternative No.4 ofthe staff <br /> report to direct TCI Cable to convert all new pedestals to flush mounted service boxes in <br /> Redwood Shores and negotiate with TCI for cost recovery and amendment of the Franchise <br /> Agreement. <br /> Discussion ensued regarding Raychem's place in the market, fiber optics and coaxial cables. <br /> Councilman Greenalch asked Mr. AtherIy why this infonnation regarding the Design Review <br /> Board had not been mentioned previous to this meeting. Mr. Atherly stated that a previous <br /> attempt to enforce CC&Rs was rebuffed by the City, and the Redwood Shores Homeowners <br /> Association had backed off. Mr. Atherly stated that the overriding issue with above ground <br /> pedestals was the aesthetics; pedestals were hazards that had been vandalized and had graffiti; <br /> they presented a threat of liability to homeowners and the City; and their installation had caused <br /> damage to homeowners' property, including sprinklers. Mr. Atherly advised that he was <br /> espousing the official, endorsed position of the Redwood Shores Homeowners Association and <br /> had been directed to request Council to order removal of the pedestals. <br /> In response to Councilwoman Gasparini's questions, Mr. Atherly advised he had not submitted <br /> infonnation regarding the Design Review Board at any earlier meetings. <br /> Carol Ford, Bowsprit, Redwood Shores neighborhood, member of the board of Redwood Shores <br /> Homeowners Association, advised Council that she and an overwhelming majority of residents <br /> also supported Alternative No.4.
