<br /> City Manager Everett discussed what the Council can and cannot do according to the <br /> Brown Act. The Bethsaida project involves a private dealing with two private parties <br /> involved in the sale of a house. The Council cannot get involved in actions between two <br /> private parties and has not allocated any funds for this project. The Housing and Human <br /> Concerns Committee also has not allocated any funds for this project; however, they did <br /> request that the Council set aside a contingency amount of money to possibly fund this <br /> project and another project yet to be determined. The Housing and Human Concerns <br /> Committee has not taken any action on this project. The steps will be as follows: there will <br /> be a hearing by the Housing and Human Concerns Committee; a mailing list will be <br /> developed to notify interested parties of future meetings; the Housing and Human Concerns <br /> Committee will make a recommendation to Council at which time all interested parties may <br /> address the council, the staff will work with the managers of the project and ask the <br /> Peninsula Conflict Resolution Center to get involved. Since this item is not on the agenda <br /> the Council cannot take any action tonight. (302-10) <br /> MEMO 5/24/94 <br /> B. Rudy Luca, 810 Vera Ave., objected to the Brown Act process and requested that the <br /> Bethsaida project be debated. Mayor Buchan restated that this meeting is not the time nor <br /> the place for the Council to engage in discussion and that a mailing list will be formed to <br /> advise interested parties of future meetings. (302-10) <br /> C. Joe Steinfeld, 850 Main Street, spoke about possible ways to encourage people to shop <br /> downtown and his approval of the Bethsaida project. (302-10) <br /> D. Ralph Nobles, 3710 Country Club Drive, discussed a letter from the San Francisco Bay <br /> Area congressional delegation to Marvin Plenert, Regional Director, U.S. Fish and Wildlife <br /> Service, concerning the acquisition of Bair Island. <br /> E. Sister Giovannina Fazio, 156 Central Ave, discussed the long term goals of Bethsaida <br /> Family Living Home. (302-10) <br /> F. Jerry Rexroth, 1034 Madison Ave, presented petitions to council regarding Bethsaida <br /> house, and stated concerns that his neighborhood had done its share as far as programs <br /> being provided, and had reached a saturation point. <br /> G. Patricia Nordby, 2025 Jefferson Ave., and Charles Hotchkiss, 3000 Hopkins, submitted <br /> petitions and stated they would prefer to have the Bethsaida project located somewhere <br /> else. <br /> H. Peggy Pribyl, 563 Santa Clara Avenue, Board member of Bethsaida House, emphasized <br /> that Bethsaida is not multi-family but one family unit living together as a community.
