Association, the Police Sergeants Association, the Firefighters Association, the Chamber
of Commerce, each Neighborhood Association, City staff, and Council members. Mr.
Steinfeld asked that this item be put on the agenda in the near future for Council
discussion.
MEMO 6/28/94
B. Randy Roushall, E. Bayshore Blvd, Redwood City, presented an update on the lease
agreement negotiations between the mobile home park residents and the park owners. Mr.
Roushall advised that the talks had progressed to the final writing stage, but had stalled for
several months, and another mediation session was to be scheduled. Mr. Roushall stated
that as troublesome as the agreement delays were, the more important problem was the
attempt by the park owners to have the residents pay for utilities replacements and
associated violation fines, amounting to $530,000 ($800,000 in long term payments.) The
previous 5-year lease agreement stated that capital improvement projects would be allowed
as passthroughs, but Mr. Roushall advised that the residents have been asked to pay
separately for the cost of utilities, pipes, etc. and fines which are maintenance problems,
not C.I.P. Mr. Roushall urged Council to complete the rent control ordinance process it
started early last year as a back-up plan to negotiated settlements.
Vice Mayor Claire asked Mr. Roushall to contact him for further discussions of this
matter. (702-21)
MEMO 6/28/29
Mayor Buchan asked City Manager Everett to obtain the mediation report from the
Peninsula Conflict Resolution Center and distribute it to the Council. (702-21)
MEMO 6/28/29
Dr. Charles Rebert, Bayshore Blvd., Redwood City, described state law regarding mobile
home parks and asked Council to write to Mr. Engle, owner of Harbor Village Mobile
Home Park, and express the concerns of the Council regarding this attempted assessment
for a passthrough of maintenance costs to residents. (702-21)
MEMO 6/28/29
Councilman Greenalch asked that this item be put on the agenda for further discussion.
(702-21)
MEMO 6/28/29
-----------------------------------------------------------------------------------------------------------------------------
2.
