Mr. Bagnarol described how visitors have peered into his <br /> parent's house and tried to engage them in conversation when his elderly father was <br /> lying in his own bed. Mr. Bagnarol stated that the ramp will allow two more non- <br /> ambulatory residents, increasing Ms. Kolesnikow's income. Mr. Bagnarol advised that <br /> his family knew for years that the deck was illegal, but did not complain, and is only <br /> objecting now because the ramp is not necessary and will have an extremely negative <br /> impact on the quality of life of his parents who will have to live with their curtains <br /> drawn 24 hours a day. Mr. Bagnarol showed pictures of the subject area to the Council <br /> and in response to questions, advised that stairs would be acceptable to his family. <br /> Eva Kolesnikow and her sister, Catherine, told Council that there are never more <br /> than four visitors at a time, and people do not peek over the fence into the Bagnarol's <br /> home. Both owners stated they take pride in their home and want to provide extras for <br /> their residents; and that new fire laws have created more stringent rules for ingress/ <br /> egress, and stairs would jeopardize their residents safety. <br /> Rosalie Bagnarol, daughter of the appellant, stated that her father's bedroom used to <br /> be hers and she had to keep her shades drawn all the time to keep people from 815 <br /> Canyon Road from trying to engage her in conversation. Also, the deck was used for <br /> exercise and employees walked by all the time. Ms. Bagnarol stated there are three <br /> other exits without this one. <br /> Anthony Bagnarol, son of the appellant, restated what his sister had said, and advised <br /> they had to pull the shades just to have some privacy when eating lunch. <br /> Susan Keely, Canyon Road, stated that an R-l neighborhood is a single family <br /> neighborhood, and people should be able to enjoy privacy in their own homes. Ms. <br /> Keely advised that there is more traffic at that home now than anywhere else on <br /> Canyon Road, and when people move into an R-l neighborhood, they don't expect to <br /> have a business operating right next door.
