REPORT <br />To the Honorable Mayor and City Council <br />From the City Manager <br /> <br />January 25, 2016 <br /> <br />SUBJECT <br />Professional Services Agreement for CDM Smith to Conduct a Downtown Transit <br />Center and Broadway Streetcar Study <br /> <br />RECOMMENDATION <br />By motion, approve and authorize the City Manager to execute the professional <br />services agreement with CDM Smith in the amount of $450,000 to conduct a Downtown <br />Transit Center and Broadway Streetcar Study. <br /> <br />BACKGROUND <br />In October 2013, the City/County Association of Governments (C/CAG) issued a “Call <br />for Projects” for the Priority Development Area (PDA) Planning Program (Program). The <br />goal of the Program is to provide resources for planning activities such as station area <br />and PDA planning, transit and employment studies, bicycle and pedestrian planning, or <br />transit corridors and transit-oriented development. <br /> <br />The City of Redwood City successfully applied for $450,000 of grant monies to <br />complete a feasibility study of the Broadway Streetcar line and upgrades to the <br />Downtown Transit Center. This application was submitted with a City Council resolution <br />of Local Support. A follow-up resolution was approved June 14, 2014 (Attachment 2). <br /> <br />ANALYSIS <br />Existing Policies - The General Plan discusses several streetcar corridors in Redwood <br />City to improve mobility options and connect outlying areas to the Downtown (Page BE- <br />114 and Figure BE-13). One of these corridors extends along Broadway from the <br />Downtown Transit Center to the Stanford in Redwood City Precise Plan area. The <br />Stanford Precise Plan includes street improvement options for a streetcar line, and the <br />Development Agreement included $75,000 towards a feasibility study for this line. <br /> <br />The Downtown Precise Plan has several strategies focused on improving the Downtown <br />Transit Center. These include capitalizing on the enhanced commuter rail service and <br />collaborating with regional transportation agencies such as Caltrain and Samtrans to <br />better integrate the Center in to the Downtown with related amenities. <br /> <br />Grant and Request for Proposals - The City’s grant application proposed design studies <br />for the Transit Center and economic and design feasibility for the streetcar line. <br />6.1.A. - Page 1
