Recommendation
At this time, staff recommends continuing the pilot through September 2016 to obtain a
full year of data and implementing the modifications to improve traffic operations at
locations identified by the community and analyzed and validated by staff. Staff would
also recommend at least one additional “check-in” with Council during the pilot period.

ALTERNATIVES
Council may choose to:
1. Not recommend any changes to the pilot design.
2. Direct staff to consider other modifications to the pilot design.
3. End the pilot, and return the corridor to pre-pilot conditions.

FISCAL IMPACT
The cost of changes to the design will be covered by the previously approved
construction contract. If the changes exceed the 10% allowed for changes, an
amendment would be brought to Council for approval.

ENVIRONMENTAL REVIEW
The City of Redwood City has determined that the Farm Hill Boulevard Street
Improvement Pilot Project is categorically exempt from CEQA under Class 6 (Section
15306) because the purpose of the project is to collect data to evaluate the project’s
impact on traffic operations, safety, and livability. Modifications to the project design
would fall under this determination.

JESSICA MANZI
SENIOR TRANSPORTATION COORDINATOR

AARON AKNIN
ASSISTANT CITY MANAGER & COMMUNITY DEVELOPMENT DIRECTOR

MELISSA STEVENSON DIAZ
CITY MANAGER

8.A. - Page 10
