9 | Page

Data was collected at:
· Farm Hill Boulevard, between Eden Bower and Lonesome Pine,
· Farm Hill Boulevard, between McGarvey and Jefferson, and
· Jefferson, between Highland and Alameda.
The hour in which the total volume at the three locations was the highest between 7:00 and
9:00 am was identified as the morning peak hour. The time of the highest volume between 4:00
and 6:00 pm was identified as the afternoon peak hour. The peak hours, within the above
timeframes, were the same before and during the pilot – 8:00 to 9:00 am and 5:00 to 6:00 pm.
Outcome: The three days’ data was averaged and the results are summarized in Table 8.
Table 8 Average Peak Hour Traffic Volumes (number of vehicles)
Location
Morning Peak Hour
(8:00 - 9:00 AM)
Afternoon Peak Hour
(5:00 – 6:00 PM)
Pre-
Pilot
During
Pilot
Absolute
Change
Percent
Change
Pre-
Pilot
During
Pilot
Change Percent
Change
Eden Bower to
Lonesome Pine 1277 1406 129 10% 1149 1204 55 5%
McGarvey to
Jefferson 1027 941 -86 -8% 935 951 16 2%
Highland to
Alameda de las
Pulgas
1208 1451 243 20% 1325 1531 206 16%
Source: Quality Traffic Data (May 26-28, 2015 and October 20-22, 2015).
Volumes increased along the corridor by 2 to 20 percent except between McGarvey and
Jefferson, where it decreased by 8 percent in the morning peak hour.
Next Step: Continue to monitor daily and peak hour traffic volume.
Objective 5: Ensure that it is not more difficult to turn onto Farm Hill from side
streets.
Why: One concern expressed about the pilot project was that it would harder to turn onto
Farm Hill from side streets, due to all the traffic being funneled into a single lane.
Measurement: To evaluate how long drivers have to wait to turn left, the traffic consultants
videotaped the side streets of Lonesome Pine and Highland Avenue during the morning peak
8.A. - Page 20
