11 | Page Outcomes: 85th Percentile Speed Table 10 shows the 85th percentile speeds on three segments of Farm Hill Boulevard, in each direction. The data shows reductions in speed at each location and in both directions, with the reductions ranging from 3 percent to 11 percent. Farm Hill Boulevard between Eden Bower and Lonesome Pine had the highest speeds with a pre-pilot 85th percentile speed of 45.9 mph in the westbound direction (going uphill towards I- 280) and 47.9 mph in the eastbound direction (going downhill towards downtown). During the pilot, these speeds went down by 7 and 8 percent, respectively – but are still well above the posted speed limit of 35 mph. Between McGarvey and Jefferson, 85th percentile speeds are now slightly below the speed limit – at 34.5 mph going towards I-280 and 33.7 mph going towards downtown. On Jefferson, between Highland and Alameda de las Pulgas, the reductions were 6 percent going towards I-280 and 3 percent going towards downtown and the speeds continued to be above the posted speed limit of 30 mph.
