<br /> Councilwoman Gasparini described her participation July 22 on the Council of Cities <br /> panel discussion of Countywide shelter programs and advised that Redwood City was the <br /> leading community in number of human services provided in the County, with an average <br /> of one community service to every 543 residents of the city. Councilwoman Gasparini <br /> described the Spring Street Emergency Shelter, Spring Street Transitional Housing, <br /> Shelter Network, Day Break of Youth and Family Assistance, Community Living Room, <br /> some of the other programs and facilities described in her MEMO that addressed other <br /> areas of temporary shelter, and some of the funding issues. Councilwoman Gasparini <br /> reported that past and present Councils should be proud of their leadership in this area, but <br /> more should be done on a regional basis. Councilwoman Gasparini will meet with Senator <br /> Campbell tomorrow to discuss the problems she saw with his bill, SB 1691, which would <br /> limit the use of cities and counties own resources to determine the best plan for their <br /> community, and would base decisions on use of armories. Councilwoman Gasparini <br /> advised she would report back to Council with her findings. <br /> MEMO 8/2/94 <br /> ----------------------------------------------------------------------------------------------------------------------------------- <br /> 7. STAFF REPORTS <br /> A Appeal of the Zoning Administrator's approval of a Use Permit to allow a drive-up kiosk <br /> selling espresso and other specialty coffees at 528 Woodside Road (Continued from <br /> 7/18/94) (203-10) <br /> REPORT: Planning Director, August 1, 1994 <br /> Building Official La Torra presented the staff report and responded to the issues raised <br /> by Council at the public hearing on July 18, 1994: According to Title 24, an accessible <br /> toilet facility is required for use by employees of the proposed coffee kiosk, and such <br /> facilities shall be located either in such building or conveniently in a building adjacent <br /> thereto on the same property, which would in this case, be in the adjacent shopping center. <br /> Mr. La Torra advised that ADA laws do not require the builder to install a bathroom in the <br /> building, but ADA laws do apply to both new and existing toilet facilities. Mr. La Torra <br /> stated that the Building Official may grant modifications provided the intent of the code is <br /> met; and added that all codes, regulations, laws, and intentions will be enforced in this <br /> matter. <br /> In response to Council questions, Senior Planner Passanisi advised that the Use Permit <br /> references the Building Code which contains the ADA requirements. <br /> In response to Council questions, Mr. La Torra advised that the "pre constructed' <br /> condition of the kiosk does not exclude it from the same ADA requirements and Building <br /> Codes as on-site construction. <br /> MINUTE BOOK NO. 52 <br /> Regular Meeting Minutes Page No. 351 <br /> August 1, 1994 <br /> Page 17 <br /> . ,- ... ,"'u, "".
