<br /> City Manager Everett presented a report regarding Mr. Joe Staudt's complaint of slow <br /> police response on July 15, 1994, when he called to report a "drunk" in his store, and <br /> described the ongoing incidents at that time, including an armed hostage situation in <br /> Redwood City. City Manager Everett explained how the police dispatchers handled that <br /> call according to established policy. The intoxicated man was removed by the police from <br /> Mr. Staudt's store without incident. <br /> City Manager Everett presented a report regarding the slow response time to a reported <br /> break-in by a City custodian and described the "hot calls" going on at that time. Police <br /> determined nothing had been taken, and the window could have been broken by accident <br /> or by vandals. <br /> City Manager Everett presented a report regarding the incidents reported by Mr. Holt <br /> regarding the pruning of his apricot tree in front of his house by city contractors, and <br /> unnotified street closing. City Manager Everett advised that fruit trees should not be <br /> planted in City sidewalks, and several limbs had broken off the tree due to being overladen <br /> with fruit. The late notices were caused by two departments handling separate parts of the <br /> street project, and steps had been taken to coordinate notification efforts to avoid any late <br /> notices in the future. <br /> In response to Council questions, Police Captain Granucci described the Community <br /> Policing Program and its impact on police response times, and current staffing. <br /> Councilwoman Steinfeld suggested that the Council Committee on Police Staffing look <br /> into using Community Service Officers to take non-emergency reports on nights and <br /> weekends. <br /> MEMO 8/16/94 <br /> ---------------------------------------------------------------------------------------------------------------------------- <br /> 7.
