ORAL COMMUNICATIONS <br /> Mayor Buchan reviewed the City's official policy governing Oral Communications, and <br /> reminded everyone that this part of the Agenda was for public comment on items under the <br /> purview of the City Council and not on the Agenda. Mayor Buchan advised that personal <br /> attacks and disputes would not be tolerated, and discussions regarding private events were not <br /> appropriate. Mayor Buchan advised that discussions of events at Garfield School were not <br /> germane, events surrounding the Climate Best Fest were not under their purview, and any <br /> subjects having to do with the November 8, 1994 Election for Council were inappropriate. <br /> Mayor Buchan advised that all candidates speaking before the Council would be so identified, <br /> including Councilwoman La Berge. <br /> A.
