Senator Campbell's Bill, SB 1691, use of armories as temporary winter shelters. <br /> Presentation by Councilwoman Gasparini (301-08) <br /> REPORT: Councilwoman Gasparini's Memo to Council, August 10, 1994 <br /> Councilwoman Gasparini described her meeting with Senator Campbell and <br /> representatives from San Mateo and San Bruno, the other two cities on the peninsula with <br /> armories. Councilwoman Gasparini advised that authorized use of state armories for <br /> temporary homeless shelters would soon expire, and Senator Campbell's bill, SB 1691, <br /> would continue the state's authority to use armories for temporary homeless shelters <br /> regardless of the host city's wishes. (An exception could be made if that use did not <br /> conform to the City's zoning ordinances; however, the State and the County's authority <br /> supersede the City's, and either one could preempt.) Councilwoman Gasparini added that <br /> Senator Campbell stated he was willing to listen to suggestions that would help reach the <br /> goal of providing more, or at least as many, beds as currently exist. <br /> Councilwoman Gasparini advised she would keep the Council informed, and asked that <br /> the Planning Department research the zoning designation of the Redwood City armory. <br /> MEMO 8/30/94 <br /> ---------------------------------------------------------------------------------------------------------------------------- <br /> 7. STAFF REPORTS <br /> A. Review Survey Area boundaries of the 101 Corridor Project Area, consider alternatives <br /> and take appropriate action (from August 15, 1994);(1401-21) <br /> REPORT: Housing and Redevelopment Director, August 29, 1994 <br /> Housing and Redevelopment Agency Director Church reviewed Council action of <br /> August 15, 1995, and advised that Council had asked to reconsider this matter at a time the <br /> entire Council was present, to determine exactly what boundaries the Council wished to <br /> establish for this survey area, if any. The report listed six alternatives. <br /> Councilman Claire provided a historical perspective of the zoning decisions in the <br /> Friendly Acres neighborhood; and recommended that Council take advantage of this <br /> opportunity to establish a survey area in an industrial part of Redwood City abutting the <br /> unincorporated County area large enough to encompass any possible future developments. <br /> Councilman Sanfilipo stated that most of the proposed Survey Area is not blighted as <br /> required by Redevelopment Law, and expressed concern that current property owners in <br /> the proposed Survey Area would suffer economically when possible buyers discovered the <br /> area might become part of a redevelopment project. <br /> MINUTE BOOK NO. 52 <br /> Regular Meeting Minutes Page No. 373 <br /> August 29, 1994 <br /> Page 7 <br /> _. .--- , ..--_u_..--- -, ""'------"-"-"'---.--"-"----."-'--'.--'---.-. . <br />
