ConsultanYs work on the defined benefits program has given them a good idea of the <br /> community's expectations regarding new development and their priorities for achieving <br /> specific benefits. It also showed that the adoption of a Specific or Precise Plan, such as <br /> this one and the Inner Harbor Precise Plan, creates a particularly good opportunity for <br /> establishing regulatory mechanisms to obtain defined benefits. In addition to setting <br /> forth a policy basis for requiring benefits such as enhanced pedestrian and bicycle <br /> access, new streets, and other improvements, the Plan can establish standards that <br /> require particular uses and levels of development intensity to provide additional ben- <br /> efits. As well as identifying desired amenities, Consultant's work on the proposed <br /> Corridor Plan would include economic and market analysis to evaluate the potential <br /> effect that changes in the policies and regulations applicable would have on real estate <br /> values and the potential this will create for generating such benefits. <br /> 4.2 COMMUNITY OUTREACH <br /> Community outreach for the Corridor Plan will be critical given the importance of the <br /> assignment, the proximity of residential uses near the Corridor, and the diversity of <br /> stakeholders involved: property owners (along the Corridor and adjacent), merchants, <br /> residents, Caltrans, service providers, transit agencies, major employers, and more. <br /> Land use changes, substantial intensification of development activity, and/or changes to <br /> a congested thoroughfare are likely to cause concern in the community, and it will be <br /> important to acknowledge these concerns up front. Providing a variety of strategies to <br /> clearly communicate potential changes and impacts of the Corridor Plan — particularly <br /> using visual communication tools — will be crucial to developing detailed strategies for <br /> the Corridor that enjoy broad community support. In addition to engaging with <br /> neighboring residents and businesses, the outreach process should involve other <br /> agencies, such as Caltrans and Samtrans; these agencies could have representatives <br /> on the optional Corridor Advisory Group to advise on the Plan at key stages. <br /> Consultant is well-versed in a wide variety of engagement techniques, including large- <br /> format community workshops and open houses, graphic illustrations and visual tools, <br /> stakeholder interviews and focus groups, community surveys, social media engagement <br /> including Facebook and MindMixer, multilingual outreach, online engagement and <br /> website management, and more. Since not ali outreach tools will work for everyone, <br /> Consultant will provide a menu af options to ensure inclusiveness and enable people ta <br /> participate in settings and at times that are most convenient to them. <br /> 4.3 SCOPE OF WORK <br /> This section outlines ConsultanYs work program for the Redwood City EI Camino <br /> Corridor Plan. The program is organized into six tasks, folEowing the organization <br /> outlined in the RFP.
