REPORT <br />To the Honorable Mayor and City Council <br />From the City Manager <br /> <br />February 8, 2016 <br /> <br />SUBJECT <br />Resolution of the City Council authorizing additional funding for the Red Morton Park <br />Synthetic Turf and Tennis Court Renovation Project <br /> <br />RECOMMENDATION <br />Adopt a resolution (1) authorizing the City Manager to increase the contract amount for <br />the Red Morton Park Synthetic Turf and Tennis Court Renovation Project, if necessary, <br />up to 30% of the amount awarded to perform additional unforeseen excavation, <br />subgrade preparation, and soil off-haul for a total contract amount up to $5,774,210, <br />and (2) approving an appropriation amendment to Fiscal Year 2015-2016 Parks Impact <br />Fees Fund to increase revenues by $1,911,795 and to increase expenditures by <br />$1,332,510. <br /> <br />BACKGROUND <br />Red Morton Community Park is the City’s premier recreational destination that <br />hosts two softball fields, three baseball fields, three soccer fields, three community <br />facilities, a skate park, playgrounds, as well as passive park space. <br /> <br />The synthetic turf fields at the park have reached the end of their functional life, and <br />there is a need to replace these turf fields and also address subsurface stabilization <br />and drainage issues. Similarly, the tennis courts are widely used by the community <br />and need to be renovated. <br /> <br />The City put this subject project out to bid in July 2015. The low bid of $4,441,700.00 <br />from O.C. Jones & Sons, Inc. was approximately 21% lower than the engineer’s <br />estimate of $5,650,192.00 for the cost of construction. On September 21, 2015 the <br />City Council awarded the contract to O.C. Jones & Sons, for their low bid amount. <br /> <br />Since that time, project work has started. During the demolition phase, it was <br />determined that the soil condition was not optimal for the planned improvements. <br />Therefore, in order to meet project objectives, additional work is necessary as <br />discussed below. <br /> <br />ANALYSIS <br />The project began construction in October, 2015. During the demolition of existing turf <br />at McGarvey Field, the existing subgrade soil was exposed and a visual assessment <br />6.3.A. - Page 1
