ALTERNATIVES <br />Council may choose to not approve additional funding for the Red Morton Park <br />Synthetic Turf and Tennis Court Renovation Project, and direct Staff to complete <br />construction within the allocated funding. Given the current condition of the fields due <br />to unsuitable subgrade, the potential of a failure to any of the fields would be impactful <br />to the soccer, baseball, softball, football, and other field sports, and would be likely to <br />occur again. Additionally, should additional funding not be approved, staff would need <br />to reduce project scope to properly dispose of the unsuitable soil. <br /> <br />FISCAL IMPACT <br />Funds for this project have been approved and appropriated through the City <br />Council in the Capital Improvement Program and the Park Impact Fee Funds for Fiscal <br />Year 2015-2016. <br /> <br />If the resolution is approved, the Finance Department will adjust the Fiscal Year 2015- <br />2016 budget as follows: <br /> <br />· Increase revenue budget to the Parks Impact Fees Fund by $1,911,795, and <br />· Increase expenditure budget to the Parks Impact Fee Fund – Red Morton <br />Synthetic Turf Upgrade by $1,332,510, equal to 30% of the contract amount <br /> <br />ENVIRONMENTAL REVIEW <br />As the lead agency, the City of Redwood City determined that, with the exception of <br />the sports lighting, all aspects of the Red Morton Park Synthetic Turf and Tennis <br />Court Renovation Project meet the CEQA exemption criteria as set forth in Section <br />15301, "Existing Facilities,” because the project would repair subsurface stabilization <br />and drainage problems with the replacement of existing synthetic turf with similar <br />materials. The Project would not expand the use of the playfields to be repaired. <br />Furthermore, this project is designed to be compliant with the City’s Engineering <br />Standards and currently accepted practices. On September 21, 2015, the City Council <br />approved Resolution No. 15444 adopting an Initial Study/Mitigated Negative <br />Declaration specifically for the sports lighting portion of the project. <br />This project requires a National Pollutant Discharge Elimination System (NPDES) <br />General Permit for stormwater discharges associated with construction and land <br />disturbance activities due to the total land disturbance being greater than one acre. <br />The project has prepared a Stormwater Pollution Prevention Program (SWPPP) dated <br />June 4, 2015, and submitted the necessary documents with the State of California. <br />The SWPPP has been included as part of the project contract documents. <br /> <br />KEVIN FEHR, PE <br />SENIOR CIVIL ENGINEER <br />6.3.A. - Page 3
