REPORT <br />To the Honorable Mayor and City Council <br />From the City Manager <br /> <br />February 8, 2016 <br /> <br />SUBJECT <br />Peninsula Clean Energy Community Choice Aggregation Resolution and Ordinance <br /> <br />RECOMMENDATION <br />1. Adopt a resolution to join in the Joint Exercise of Power Agreement to establish the <br />Peninsula Clean Energy Authority in San Mateo County; <br />2. Appoint a Director and Alternate Director to the JPA Board; and <br />3. Introduce an ordinance authorizing the implementation of a Community Choice <br />Aggregation program. <br /> <br />BACKGROUND <br />In 2014, the San Mateo County (“County”) Office of Sustainability began exploring the <br />feasibility of a Community Choice Energy (CCE) program (the enabling legislation refers <br />to these types of programs as Community Choice Aggregation (CCA)) as a way to <br />reduce Greenhouse Gas (GHG) emissions and assist agencies with meeting their <br />climate goals. CCE has the potential to reduce Redwood City’s emissions significantly, <br />allowing the City to make rapid and considerable progress toward its Climate Action <br />Plan GHG reduction goal. <br /> <br />In February 2015, the County allocated funding for hiring program consultants, <br />conducting a feasibility study, and supporting an Advisory Committee comprised of <br />representatives from all the cities in the county, as well as relevant stakeholder <br />organizations. In May 2015, the County formed the Advisory Committee, on which Vice <br />Mayor Ian Bain has served as a member and the City’s Public Works Services Director <br />as an alternate. When neither was available, other City staff attended the committee <br />meetings. In September 2015, the County released its draft technical study, which <br />estimates GHG reductions and costs for three levels of renewable power and indicates <br />that a CCE program would be technically and economically feasible.
