[name] is appointed to be the City’s Director on the Board, [name] is <br />appointed the City’s Alternate Director, and the City Manager is authorized to execute <br />any and all other necessary documents to enter into the Joint Powers Agreement to form <br />the Authority. <br /> <br />3. Adopting a resolution to join in the Joint Powers Agreement and appointing <br />a Director and Alternate Director to the Board is not a “project” under CEQA because it <br />does not involve any commitment to a specific project which may result in a potentially <br />significant physical impact on the environment, as contemplated by title 14, California <br />Code of Regulations, Section 15378(b)(4).
