However, Zoning Administrator meetings do not garner the same <br />degree of community attention, and are essentially reviewed at a staff level, rather than being <br />heard by the Planning Commission. <br />Given that a comprehensive Zoning Ordinance update would take a considerable amount of <br />staff time, and was recently completed, staff is recommending several minor adjustments to the <br />Zoning Ordinance and Downtown Precise Plan at this time. These changes would create a <br />“catch all” statement in the Zoning Ordinance and Downtown Precise Plan, ensuring larger <br />projects go to the Planning Commission, rather than the process only being tied to application <br />type and CEQA review. <br />Suggested Changes: <br />Downtown Precise Plan Planning Commission Review required for any development project <br />greater than 3 stories or 35 ft. in height. Planning Commission review <br />would continue to be required for any site that has a historic resource or <br />that requires a Negative Declaration, Mitigated Negative Declaration or <br />new Environmental Impact Report. <br />All Other Areas Covered by <br />Zoning Ordinance <br />Planning Commission Review required for any development project <br />greater than 3 stories or 35 ft. in height. Planning Commission review <br />would continue to be required for any project that requires a Negative <br />Declaration, Mitigated Negative Declaration or new Environmental <br />Impact Report. <br />Planning Commission <br />Referral Option (DTPP and <br />Zoning Ordinance) <br />Create an option for the Community Development Director, at his/her <br />discretion, to refer any item to Planning Commission. <br /> <br />Next Step <br />Based on Council direction, staff will draft the required text amendments to the Redwood City <br />Zoning Ordinance and Downtown Precise Plan. Staff will provide a deeper analysis at the time, <br />detailing the review process for certain types of development applications. This will allow the <br />public and applicants to be certain about the level of review required for all development <br />applications. <br />ALTERNATIVES <br />1. The Council can direct staff to include other zoning text amendments related to <br />development review process. <br />2. The Council can direct staff not to move forward with any changes, and allow all <br />processes to remain as they currently stand. <br /> <br /> <br />FISCAL IMPACT <br />Staff would make these changes to the Zoning Code and Downtown Precise Plan and therefore <br />a planning consultant would not be required.
