REPORT <br />To the Honorable Mayor and City Council <br />From the City Manager <br /> <br />February 8, 2016 <br /> <br />SUBJECT <br />Purchase of Fire Department VHF Portable Radios <br /> <br />RECOMMENDATION <br />By motion, waive an irregularity and approve the purchase of VHF portable radios and <br />related accessories with miscellaneous implementation costs, including vehicle charger <br />installation and radio programming in the amount of $350,000 from Red Cloud, Inc. <br /> <br />BACKGROUND <br />This is a planned replacement of the Fire Department’s portable radios at the end of <br />their predicted usable life, which was estimated to be eight to ten years. The current <br />Fire Department portable radios have been in use for ten years and have become less <br />reliable, with increased failure rates in recent years necessitating costly repairs. <br />Portable radios are essential life safety equipment used daily in Fire Department <br />operations. <br /> <br />ANALYSIS <br />On November 13, 2015 a Notice Inviting Sealed Bids was published in The Daily News <br />with a submission deadline of 3:30 p.m. on December 2, 2015. Copies of the bid notice <br />were mailed via USPS certified mail to three (3) vendors with additional copies available <br />at the Fire Department headquarters administrative offices at 755 Marshall St, 3rd floor, <br />Redwood City, CA 94063. The notice was also on the Redwood City website bid <br />section. The received bids were opened by the posted Clerk on December 2, 2015, and <br />are summarized in the table below. <br /> <br />Name of Bidder Total Price <br />Harris Corporation (NON-RESPONSIVE BID) $280,144.27 <br />Red Cloud Wireless $344,918.35 <br />Fisher Wireless No Bid Received <br />RFC Wireless No Bid Received <br />Recommended Bidder: Red Cloud Wireless <br />Substantiation: Red Cloud Wireless was the only bidder to submit a valid bid package that <br />met the specifications of the Redwood City Fire Department. <br /> <br />6.1.B. - Page 1
