7 <br /> <br />NOTICE INVITING BIDS <br />FOR VHF PORTABLE RADIOS FOR THE FIRE DEPARTMENT <br />CITY OF REDWOOD CITY, CALIFORNIA <br />BID SPECIFICATION <br /> <br /> <br />GENERAL REQUIREMENTS <br />A. All user radio equipment must comply with applicable requirements of Part 90 and Part 15 <br />of the FCC Rules and Regulations, as well as appropriate TIA/EIA and similar standards and <br />must be FCC type accepted in accordance with FCC Part 90 rules and regulations for the <br />specific application. <br />B. All radio equipment must meet MIL-STD-810 C, D, E, F and G <br />C. All user radio equipment must be software configurable. <br />D. All user radio equipment must have the following operating modes: <br />a. Conventional FM analog <br />b. Conventional P25 Phase 1 <br />c. Capable of Trunked P25 Phase 1 and 2 (software upgradeable) <br />d. Radio to radio direct communication (talk-around) Analog FM and P25 Phase 1 <br />E. All user equipment supplied must be configured for use on the San Mateo County Fire VHF <br />radio system. <br />PORTABLE RADIO SPECIFICATIONS <br />A. All user radio equipment must comply with applicable requirements of Part 90 and Part 15 <br />of the FCC Rules and Regulations, as well as appropriate TIA/EIA and similar standards and <br />must be FCC type accepted in accordance with FCC Part 90 rules and regulations for the <br />specific application. <br />B. Ruggedized full-feature VHF (136-174 MHz) band portable radio for fire suppression <br />personnel: Proposer must offer user radio units that are highly reliable and are intended for <br />public safety mission critical operations. Pricing must be provided for a ruggedized model <br />portable radio including software, licenses, antenna, belt clip/holder and battery as well as <br />the following features: <br />a. Full compliance with FM analog and Conventional P25 Phase 1 features and <br />operation <br />b. Minimum 1000 channel/talkgroups <br />c. 6 watt TX output power <br />d. Shall be certified to a Delta-T standard for the highest dust specifications, and under- <br />water requirements. Must be submersible to 2 meters for 2 hours <br />e. Radio must be certified to survive all applicable MIL-ST tests when performed <br />sequentially. The manufacturer may NOT use different radio units for each of the <br />test procedures. For example, a manufacturer cannot conduct the MIL-ST drop test <br />on one unit, and then use an entirely new radio unit for the submersion test. The <br />same radio that is utilized in the 26 drops required as part of the drop test <br />specification must be used in the submersibility, dust, and extreme temperature tests. <br />This ensures a level of quality and ruggedness that exceeds the MIL-ST <br />requirements. <br />f. High-visibility housing such as yellow or bright green so that it is easily visible in <br />hard to see environments. <br />g.
