Health Care
Consistent with cost-sharing agreements negotiated with other groups, POA members
will begin paying a (5%) cost-share for health care premiums effective January 1, 2016,
and a (10%) cost-share for health care premiums effective January 1, 2017. PSA
members will continue a (10%) cost-share, previously implemented in 2011.

Other Economic Terms
Additional economic provisions include:
· POA: Uniform allowance increase for Investigations Unit Officers from $26.93
monthly to $30 monthly, consistent with Investigations Unit Sergeants.
· PSA: a cell-phone allowance of ($46.15 per pay period) for Police Sergeants and
Lieutenants required to use a personal cell phone in the course of their work. This
amount is consistent with benefits provided to the Fire Management Group (Chief
Officers Association).

ALTERNATIVES
Council could choose to not approve the tentative agreements with POA and PSA and
instead direct staff to continue negotiations with POA and/or PSA.

FISCAL IMPACT
The proposed changes are within the parameters established by the City Council. The
new agreement with PSA represents a one-year cost of $390,000, which is $115,000
over the current fiscal year operating budget. The additional costs will be included in the
proposed mid-year budget amendments. The new agreement with POA represents a
current fiscal year cost of approximately $650,000, and an estimated $780,000 annual
cost in the subsequent two years of the MOU term. Costs for the POA agreement are
within the current fiscal year operating budget, and within projected budget estimates for
future years.

ENVIRONMENTAL REVIEW
This activity is not a project under CEQA as defined in CEQA Guidelines, section
15378, because it has no potential for resulting in either a direct or foreseeable physical
change in the environment.

LEAH LOCKHART
HUMAN RESOURCES MANAGER

6.1.C. - Page 3
