REPORT <br />To the Honorable Mayor and City Council <br />From the City Manager <br /> <br />February 22, 2016 <br /> <br />SUBJECT <br />Second Reading of an Ordinance authorizing the implementation of a Community <br />Choice Aggregation program <br /> <br />RECOMMENDATION <br />Waive the second reading and adopt the Ordinance authorizing the implementation of a <br />Community Choice Aggregation program. <br /> <br />BACKGROUND <br />During its February 8, 2016 meeting, the City Council introduced an ordinance <br />authorizing the implementation of a Community Choice Aggregation (CCA) program and <br />adopted a resolution to join the Peninsula Clean Energy Authority (PCE). The ordinance <br />is presented at this meeting for second reading and adoption. <br /> <br />ANALYSIS <br />The proposed Council action serves to allow Redwood City to participate in a <br />Community Choice Aggregation (CCA) program. Under this model, the County and <br />participating cities form a joint powers authority that procures electricity on behalf of <br />businesses and residents, while PG&E continues to provide transmission and billing <br />services. The establishment of a CCA program is estimated to provide significant GHG <br />reductions within the City of Redwood City, assisting the City in meeting its Climate <br />Action Plan goals. <br /> <br />The City Council has approved joining PCE, the CCA program currently forming in San <br />Mateo County, and appointed a Director and an alternate to the Board on February 8, <br />2016. Once the full Board is seated, it will determine the goals, power portfolio, program <br />options, and rates during the formation phase, which will occur between March and <br />October 2016. The program launch is tentatively scheduled for October 2016. <br /> <br />ALTERNATIVES <br />Council may elect not to participate in PCE by not adopting the Ordinance. <br /> <br />FISCAL IMPACT <br />The City is not required to fund any portion of the CCA program establishment. San <br />Mateo County provided seed money and is proposing to fund the initial start-up costs for <br />the program for the jurisdictions that sign on during the PCE formation process.
