Attachment A <br />1 <br /> <br />PROPOSED CITY COUNCIL PRIORITIES WHICH CAN BEGIN SPRING 2016 <br />Note: The following items can generally be accommodated within existing staff resources. These <br />efforts can begin in spring 2016 but would continue into Fiscal Year 2016-17. <br /> <br /> <br />Ideas to Address Housing Affordability and Displacement <br /> <br />A. Ask Housing and Human Concerns Commission to discuss, with a wide range of stakeholders, <br />tools for increasing housing affordability, and to develop recommendations for City Council <br />consideration. Topics to be considered include: <br />a. Tenant protections <br />b. Produce housing at all income levels <br />c. Provide annual updates on housing opportunity sites <br />d. Create housing at lower affordable levels (below 80% Area Median Income) <br />e. Encourage developers to include more affordable housing in projects <br />f. Explore inclusionary zoning <br /> <br />B. Ask Finance and Audit Committee to explore funding sources for affordable housing, potentially <br />in partnership with others, for City Council consideration. <br /> <br />Ideas to Address Development Review and Downtown Experience <br /> <br />A. Provide increased opportunities for public input on development and land use decisions. This <br />includes: <br />a. Assess options for more public input into architectural review <br />b. Ask staff to report annually on development activity in Redwood City <br />c. Report annually on funding received for affordable housing and for Utility Users Tax <br />d. Conduct planning efforts around gateways (Broadway and others) <br />e. Ask staff to provide an update on downtown parking and traffic management efforts <br />f. Explore more parking garages downtown <br />g. Begin community driven process to determine long-term use of the Winslow Street <br />parking lot. <br />h. Develop protections for retail uses on Main <br /> <br />Ideas to Address Neighborhood Experience <br /> <br />A. Ask Complete Streets Advisory Committee to review current traffic calming program and <br />recommend opportunities for improvement. <br /> <br />8.A. - Page 4
