Attachment B <br />1 <br /> <br />PROPOSED CITY COUNCIL PRIORITIES TO BE DISCUSSED THROUGH FISCAL YEAR 2016-17 <br />BUDGET PROCESS <br />Note: Some of the following items may require significant resources to accomplish. This could <br />occur through additional funding, or by reducing the priority of other activities. Other items may <br />not be feasible to pursue. Staff proposes to analyze the impact of moving forward on these <br />ideas and to present proposals for the City Council’s consideration with the proposed FY 2016-17 <br />budget. <br /> <br /> <br />Ideas to Address Housing Affordability and Displacement <br /> <br />A. Hold summit on community experiences and recommendations regarding housing, and consider <br />creative solutions (e.g. tiny homes, developing housing on church and school sites) <br /> <br />B. Assess whether it is possible to limit amenities in new apartments to reduce the cost. <br /> <br />Ideas to Address Development Review and Downtown Experience <br /> <br />A. Increase public awareness of land use decision making by: <br />a. Broadening distribution of development notices <br />b. Holding more meetings in neighborhoods <br /> <br />B. Explore modifications to Downtown Precise Plan, including: <br />a. Annual caps in office development <br />b. Reducing height limits allowed under Downtown Precise Plan, particularly around <br />courthouse <br />c. Increasing the diversity of businesses downtown, including retail and family-oriented <br />uses <br /> <br />Ideas to Address Public Safety <br /> <br />A. Staff to assess current calls for service and propose adjustments, if needed, to staffing and/or <br />service levels as part of the FY 2016-17 budget process <br /> <br /> <br />Ideas to Address Community Engagement and Integration <br /> <br />A. Ask Council Communications Committee to identify strategies to increase community <br />engagement and community building.
