REPORT <br />To the Honorable Mayor and City Council <br />From the City Manager <br /> <br />February 22, 2016 <br /> <br />SUBJECT <br />Final Acceptance - 2014-2015 Slurry Seal Project <br /> <br />RECOMMENDATION <br />By motion, accept the 2014-2015 Slurry Seal Project, and authorize the release of <br />bonds and the retention according to City procedures <br /> <br />BACKGROUND <br />The 2014-2015 Slurry Seal Project is part of the City’s Roadway Management Program. <br />This program addresses on-going roadway pavement repair and replacement needs. <br />Roadway pavement requires regular repair and maintenance due to deterioration over <br />time resulting from traffic loads, weather, and intrusive tree roots. Project roadways are <br />selected based on an assessment of pavement condition and available funding. <br /> <br />ANALYSIS <br />On July 27, 2015, Council awarded the construction contract for the 2014-2015 Slurry <br />Seal Project to Pavement Coatings Co. of Jurupa Valley. The project was awarded for <br />a base bid of $463,565.00. Construction began in October 2015 and concluded in <br />December 2015. The project was successfully completed in accordance with City <br />specifications. One (1) contract change order totaling (-$34,113.03) was issued for final <br />quantity adjustments, and related changes to the project scope. The final contract <br />amount is $429,451.97, which is approximately 7% less than the initial contract amount. <br /> <br />This project improved the City’s overall roadway pavement condition by providing a <br />protective layer of slurry seal over various roadway segments. This type of work <br />improves and extends the useful life of the pavement. Incidentally, this project also <br />included new roadway delineation and markings, which increases traffic safety. <br /> <br />ALTERNATIVES <br />1. Council may request additional information prior to accepting the project or <br />authorizing the release of bonds. <br />2. Council may choose not to accept the project or authorize the release of bonds. <br />However, this would be contrary to the terms of the contract, prior council action, <br />and public contracting code. <br /> <br /> <br />6.2.A. - Page 1
