REPORT <br />To the Honorable Mayor and City Council <br />From the City Manager <br /> <br />February 22, 2016 <br /> <br />SUBJECT <br />Resolution Adopting Redwood Shores Lagoon Mitigated Negative Declaration and <br />Mitigation Monitoring and Reporting Program to Control Algae and Aquatic Vegetation <br /> <br />RECOMMENDATION <br />Adopt a resolution: (1) approving the mitigated negative declaration and mitigation <br />monitoring and reporting program for the use of copper to control algae and aquatic <br />vegetation in Redwood Shores Lagoon and (2) authorizing Public Works Services <br />(“PWS”) to proceed with implementation in accordance with City policies and <br />requirements and Section 5.3 of the State Implementation Plan <br /> <br />BACKGROUND <br />PWS is responsible for storm drainage maintenance and operation throughout the City. <br />The drainage system includes a large network of storm drains, detention basins, creeks, <br />ditches, canals, pumping stations, and underground pipes to convey urban runoff and <br />storm water. At times, PWS experiences issues resulting in reduced capacity and <br />impeded flow in its above-ground, controlled drainage facilities, due to the presence of <br />aquatic vegetation. Additionally, detention basins and channels in residential areas are <br />prone to infestation by nuisance vegetation and algae. This infestation can create <br />mosquito breeding habitat, bad odor, and impede efficient water flow. PWS manages <br />aquatic vegetation by following guidelines developed by the San Francisco Regional <br />Water Quality Control Board. <br /> <br />ANALYSIS <br />In accordance with Section 5.3 of the State Implementation Plan (SIP), Public Works <br />Services (PWS) requests adoption of a Mitigated Negative Declaration and Mitigation <br />Monitoring and Reporting Program for the control of aquatic vegetation in water quality <br />detention basins and conveyances using copper-based algaecides/herbicides on an “as <br />needed basis” to more effectively control algae and or/aquatic vegetation in the <br />Redwood Shores Lagoon. Adoption of the Mitigated Negative Declaration and Mitigation <br />Monitoring and Reporting Program authorizes the City to submit a CEQA Notice of <br />Determination that will comply with the Statewide General Pollutant Discharge <br />Elimination System (NPDES) Permit for Residual Aquatic Pesticides Discharges to <br />Water of the United States from Algae and Aquatic W eed Control Applications. <br /> <br />6.3.A. - Page 1
