City of Redwood City, Public Works Division Initial Study & Mitigated Negative Declaration <br />Document Date: October 15, 2015 <br />Revision Date: January 25, 2016 Page 8 Blankinship & Associates, Inc. <br /> <br />SWRCB for the permittee to be placed on Attachment G of the Permit, and <br />subsequently be afforded coverage. <br /> <br />1.3 Required Approvals <br /> <br />The SWRCB must approve the City’s application for a SIP Section 5.3 exception to the CTR <br />criterion for copper. The City will submit the following documents to the SWRCB for <br />acceptance: <br />a. A detailed description of the proposed action; <br />b. The proposed method of completing the action; <br />c. A time schedule; <br />d. A discharge and receiving water quality monitoring plan (before project <br />initiation, during project implementation, and after project completion, with <br />the appropriate quality assurance and quality control procedures); <br />e. Contingency plans (to the extent applicable); <br />f. CEQA documentation and notification of potentially affected agencies; and <br /> <br />Upon completion of each seasonal or short-term application of aquatic herbicides that <br />contain copper, the City shall provide certification by a qualified biologist that the receiving <br />water beneficial uses have been restored. <br /> <br />1.4 Required Notifications <br /> <br />1.4.1 California Department of Fish and Wildlife <br /> <br />At the beginning of each season, prior to applications of copper, the City will send a <br />written notification of intent to use copper to the California Department of Fish and <br />Wildlife (CDFW). <br /> <br />1.4.2 NPDES Aquatic Pesticide Permit Notifications <br />Every calendar year, at least 15 days prior to the first application of copper- <br />containing aquatic herbicide, the City will notify potentially affected public agencies. <br />The City may post the notification on its website if possible. The notification must <br />include the following information: <br /> <br />1. A statement of the City’s intent to apply algaecide or aquatic herbicide(s); <br />2. Name of algaecide and aquatic herbicide(s); <br />3. Purpose of use; <br />4. General time period and locations of expected use; <br />5. Any water use restrictions or precautions during treatment; and <br />6. A phone number that interested persons may call to obtain additional <br />information from the City. <br /> <br /> <br />6.3.A. - Page 16
