2/22/2016 <br /> aquatic vegetation, when determined to be the most effective treatment measure, in the <br /> Redwood Shores Lagoon (the "Project"). Control of this vegetation is necessary in order <br /> to maintain the aesthetic quality, aquatic habitat, and recreation within the area. <br /> Vegetation control is also necessary so that the Lagoon can reasonably serve as a <br /> stormwater retention basin and provide urban flood protection by storing surface runoff <br /> during high tide periods in San Francisco Bay; and <br /> WHEREAS, Pursuant to the California Environmental Quality Act (Public <br /> Resources Code Section 21000 et seq.; hereafter, "CEQA") and the Guidelines for <br /> Implementation of the California Environmental Quality Act (Title 14, Sections 15000 et <br /> seq. of the California Code of Regulations; hereafter, the "CEQA Guidelines"), the City <br /> prepared an Initial Study and Mitigated Negative Declaration for the Project dated <br /> October 15, 2015; and <br /> WHEREAS, the City circulated the Initial Study and Mitigated Negative <br /> Declaration for public review and comment between October 29, 2015 and December 1, <br /> 2015, as required under CEQA, and a Mitigation Monitoring and Reporting Program has <br /> been prepared; and <br /> WHEREAS, the City did not receive any public comments on the Initial Study and <br /> Mitigated Negative Declaration during the public review and comment period; and <br /> WHEREAS, the Initial Study and Mitigated Negative Declaration was revised on <br /> January 25, 2016 to consider the Project's impact on noise and safety for persons using <br /> the San Carlos Airport and for persons residing or working in the project area (the <br /> "Amended Initial Study and Mitigated Negative Declaration") and the Amended Initial <br /> Study and Mitigated Negative Declaration found that there was no impact. <br /> NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY <br /> OF REDWOOD CITY, AS FOLOWS: <br /> Section 1. The above recitals are true and correct and together with the Staff <br /> Report and the application materials, including without limitation the Amended Initial <br /> Study and Mitigated Negative Declaration and all other documents, reports, studies, <br /> memoranda, maps, oral and written testimony, and materials in the City's file for the <br /> application and the Project, and all adopted City planning documents relating to the <br /> Page 2 of 4 <br /> ATTY/RES0.0016/CC RE50 LAGOON SPRAYING MND RESO.#15476 <br /> REV:02-11-16 JS MUFF#301 <br />
